ESL Program
All White County ESL Policies are based on Tennessee Board ESL Rule CHAPTER 0520-01-19
The mission of the White County School System is to provide individualized language instruction in the domains of speaking, reading, writing, and listening while building academic vocabulary that leads to educational and social success for all EL students.

Students are identified at the local area schools through review of the home language surveys (HLS). Families that indicate a language other than English on any category of the HLS will be screened using the ELPA21 Dynamic Screener or Alt-ELPA Screener. Screener results determine qualification for the ESL Program in White County Schools.
White County Schools English as a Second Language Program offers services in the form of a pull-out program in elementary and middle school and English Language Development (ELD) classes in high school. Instructional service models are determined by a student’s language level, academic needs, and teacher recommendations. Delivery models may include content-based instruction or sheltered English instruction.
Parent conferences are held for parents one time each semester. At these conferences, parents can meet with regular classroom teachers and their child’s ESL teacher.
Benchmark testing results are sent home to parents at least 3 times each year. Report cards are sent home to parents every 9 weeks. Results of the ELPA21 assessment are shared with parents in May when available.
Parents have computer and e-mail access to district and school websites.
Interpreters and translated documents are available when needed.
